It depen...Hi Madame, Well that is a great question. It depends on the skirt shape. If you want to add length then you need some tools to do it with, mostly a french ruler. to shorten you can take it off the bottom or many patterns have a shorten or lengthen line right on them. If you take length off the bottom you may not get the "fullness" of the shape where the skirt ends. Sometimes I do cut off the bottom because A lines can get too full for me. I am not explaining this very well. Maybe a post is in order. Happy sewing! I just finished a red dress with what I'll call real gabardine red dress and then the type which I believe had poly in it which I'm at this minute making a 1948 suit jacket and having a terrible time pressing the collar area flat.
